The 5 states in the lead -- California, Massachusetts, Oregon, Colorado and New York -- provide the largest number of grants and incentives, while states at the bottom of the rankings -- Nebraska, Mississippi, Alaska, North Dakota and West Virginia -- provide the fewest. One database (DSIRE, see below) stands out above all others in providing comprehensive information on both the federal and state grant, loan and incentive programs available in each state:
